2,801 Candidates Invited in October 4 Express Entry Draw


October 4th Express Entry draw invited a total of 2,801 candidates to apply for permanent residency of Canada with Immigration, Refugees and Citizenship Canada (IRCC). The cut-off for the Comprehensive Ranking System (CRS) points stood at 438.

Candidates in the pool who had scored 438 or more CRS points were issued the Invitation to Apply (ITA) for this Express Entry draw.

Candidates who have been invited have a time period of 90 days to submit their completed application form, along with the supporting documents. It is expected that IRCC will process these application within the next six months.

The Canadian authority has met this timeline in the past majority of the cases.

The October 4th Express Entry draw has been the 23rd one to have taken place in this year. It has happened as we enter the final quarter of 2017. A total of 72,221 ITAs have been issued so far this year.

This number is much more than the ITAs that were issued in the past 2 years since it was first introduced in January 2017. In the first 23 draws of 2016 a total of 25,982 ITAs were issued which is less than half of what has been issued in this year till now.

There has been a slight increase in the CRS cut-off threshold in this Express Entry draw as compared to the previous draw which was held on September 20th. It should be noted here that this threshold is still lower than the lowest threshold of 2016.


Aspiring immigrants who want to settle permanently in Canada need to enter the Express Entry pool and obtain a CRS score. They are required to be eligible in one of the economic immigration programs:

·         The Federal Skilled Trades Class (FSTC)
·         The Canadian Experience Class (CEC) or
·         The Federal Skilled Worker Class (FSWC)

The lowest ever CRS threshold was 413 on the May 13 Express Entry draw.

Some new changes were introduced by IRCC soon after this draw. According to this change, candidates who have a sibling in Canada will receive 15 more points. Candidates who have proven proficiency in French will be given 15 or 30 additional points.

349 Candidates Invited by Manitoba to Apply for Provincial Nomination



The province of Manitoba carried out a draw on September 26 and a total of 349 skilled workers were invited to come and settle down permanently in the province. The invited candidates along with family members will not be able to apply for a provincial nomination by way of the Manitoba Provincial Nominee Program (MPNP).

Once the nomination is received, these people will then be able to apply for permanent residency status with the federal government.

The current draw, the total number of candidates who have been sent the Letters of Advice to Apply (LAAs) has reached to 2,942 in the year 2017. A LAA works in the same manner as the Invitation to Apply (ITA) to the program.

The MPNP is an immigration program that is run by Canada and the one that enables the province of Manitoba to bring in new immigrants. Aspiring immigrants who have the eligibility to establish themselves along with family members in Manitoba are welcomed in the province.

In the case of immigrating skilled workers, the MPNP works by an 'Expression of Interest' (EOI) system, wherein, people who are interested submit a formal EOI. Once a person goes through this step, points are assigned to the profile of that person depending on various factors.

LAA is issued to candidates that rank high in the list. Once the nomination is successful, the selected candidate can than apply for permanent resident status with the federal government.

In the draw held on September 26th, LAA were sent to 300 candidates as per the criteria for the Skilled Workers in Manitoba sun-category. The lowest-ranked candidate who was invited achieved a score of 602 points.

The rest of the 40 LAAs were given through the Skilled Workers Overseas sub-category and they were directly invited under a Strategic Recruitment Initiative. These candidates had scored 721 or above points.

Strategic Initiative comprises of:


  1. ·Exploratory visits: People may be invited by MPNP who wish to approve a pre-approved Exploratory Visit and has attended an interview with an official of the program.
  2. ·Recruitment missions: These immigration / overseas employment fairs comprises of MPNP representatives taking interviews of foreign skilled workers and finally inviting them to apply to MPNP with a formal Expression of Interest (EOI).

A unique points system is used to rank candidates who are eligible under the MPNP Skilled Workers sub-categories. The maximum in this category is 1,000 points.
