Increase in ITA sent to Candidates from Outside Canada

The Immigration, Refugees and Citizenship Canada (IRCC) has come out with its Express Entry report for the year 2016. the highlights of this reports included more number of candidates living outside of Canada were given the Invitation to Apply (ITA) to become the permanent resident of the country in the year 2016 as compared to 2015.

IRCC has also added that this trend will continue and diversity among the people living in the country will continue to increase in the year 2017 as the cut-off threshold for Comprehensive Ranking System (CRS) goes down even further.

In the year 2015, 79% of the candidates who were sent the ITA were already residing in Canada. However, in the year 2016, this percentage has reduced to 69. in the year 2015 and 2016, among the invited candidates, Canada was the main country of residence. This is because there were large number of temporary workers in Canada with a job offer who wanted to settle permanently in Canada.

However, we should take into account the changes that were made by IRCC in the CRS in November last year. In total there were 27 draws that picked up candidates from the Express Entry pool, 24 of these draws were held before the changes were implemented. It is because of this reason, the finding in the 2016 report is based on the data collected before these changes.

According to IRCC, these changes helped in attracting top talent from across the world. The reports from IRCC shows the effect these changes had on the places of residence and the occupation of the new immigrants that are being invited to the country. Considering the fact that these changes were implemented late in 2016, that effect it really had on the immigration system will be seen in the later half of 2017.

It is worth noting here that in the first four months of 2017 there has been a considerable increase in the number of ITAs that have been issued. With this there has been a decrease in the Comprehensive Ranking System cut-off threshold and during the latest Express Entry draw it went down to 415 points.
